Human judgment is the premium here — PLENA names who created, reviewed, and stands behind the record, and makes it checkable. PlenaProof Academy becomes stronger when training produces accountable reviewer roles: named humans with scope limits, renewal status, refusal authority, complaint pathways, and future professional liability or bond markers where available.
PLENA distinguishes training from authority. A person may be trained without being authorized to certify, publish, or issue institution-backed receipts.
Can prepare files, route packets, and follow checklist procedures. Cannot certify beyond delegated scope.
Can review evidence packets, issue review notes, and create refusal receipts within approved categories.
Handles retention, correction, archive readiness, and institutional receipt governance.
Documents human review of AI-assisted decisions, AI-agent actions, appeals, and delegated approval chains.
Do not imply that a PLENA reviewer is a lawyer, doctor, immigration representative, accountant, therapist, notary, licensed investigator, or government official unless that person separately holds and verifies such authority. PLENA reviewer status is a PLENA governance role, not a universal professional license.

A sworn reviewer registry becomes stronger when reviewer scopes, renewal, conflict rules, quality checks, and future professional liability coverage are visible.
Each reviewer is listed only for approved receipt families and must decline outside-scope work.
Future professional liability or E&O coverage can become a reviewer quality signal once insurers approve the model.
Reviewers must preserve reasons for declining to verify, not merely successful certifications.
The Sworn Reviewer Registry is the named-human-review backbone for every protocol in the Relationships & Community Trust Layer: capacity attestation at the moment of designation; annual refresh review on long-arc commitments; mental-health-directive capacity review; ecclesial-standing review; membership-attestation review; refusal-receipt review.
